What is the replacement for Rock Climb?

I’m at the point where Nora told me to go to Gaea Town, but it’s blocked by a Rock Climb wall, how do I pass it?

To use Rock Climb you must get the Hiking Boots, which is a post game item currently unobtainable, as the event leading up to it gets you stuck and makes you unable to progress.

Thanks to Dechozen, I found that Rock Climb isn’t available at the point in the story I am in. And I misread Nora’s dialogue, I somehow thought she said that Jaern and the Giratina cultist were fighting in Gaea, but that was wrong.
