Just use the EV resetter and trainer, that’s your best shot. You can grind Midna Mine/Cyan Cavern for IV Stones. BTW, what nature is Excadrill? If it’s not +Spe, you will be outsped by Tentacruel. Also, Excadrill’s base speed is 88, Tentacruel is 100. Pretty sure it’s not invested in speed, but I’m not sure.
