Apparently there is a Victini on Route 6 after you rematch the Elite 4, and you need to go through a Hyperspace Hole to get into the valley. However, the only Hole I can find is the one in the valley, which I obviously can’t reach? How am I supposed to get down there?
Edit: This is also restricting my ability to get Tornadus…
Edit 2: I figured it out. The portal to get to Route 6 was on Route 15.
I was confused because the portal to Route 6 is on Route 15, but Tornadus also later goes to Route 15, and having Route 15 involved twice in the guide mixed me up.
Actually, Victini is supposed to be on the mountain of Route 6, but it is currently bugged. That’s the issue that I have.

Victini was removed from Route 6 in order to replace one of the two Jirachi events.
