Are you able to evolve trade Evo’s in game modes with no online access, wondering if i can evolve my shelmet in an egglocke?

Once you reach Helios City, the Witchdoctor in the Black Market can evolve trade evolution pokemons, assuming that all of their trading conditions have been met. So pray that there´s a Karrablast in one of those eggs.
