There’s this zone in Koril Town that has like 7 Rock Smash rocks. You can break them, go into a house, and then just break them again. You should be able to not only farm rare candies, but IV stones and heart scales too.

Or if you are like real rich you can technically buy all the vitamins and got to La Feu to cook some rare candies.
