How do I get them, and where do I have to go to get them?
I think it’s after the E4 rematch, which requires you to finish your business with Reukra. Celebi is given by Nora in front of the old gym in Gaea town and Shaymin is given by Damian in front of Adam’s gym in Erebus Town.

Victini was removed from Route 6.

Yes. Go to where you found mew after the E4 rematch or something.
