i was looking inside of the Pokemon Insurgence files and found images called 447_shadow and 447b_shadow in the battlers folder. 
they appear to be Shadow Riolu, anyone know about this?
Yes, some files from the game (mostly pokemon sprites) were imported from the previous game that the dev team made, Pokemon zeta and omicron. That game had a big deal with shadow pokemon post game, so some of the sprites that were used in that game are in the insurgence files, although they dont have any use.
