Where can I get Rock Smash? Best way to farm IV stones and suggested Mon levels for Elite four?(FIRST BATTLE)

Rock smash is substituted by any Fighting move (and some others, like wood hammer), IV stone on Pokepon (Sonata City, that big ball) and Rock Smash, and E4 scales with your highest level mon (with a min of Lv. 88), so have them more or less at the same level.
