Rock climb not working for me, it’s just the normal text whenever I interact with climbable rocks. I’m using an HM for rock climb.

you can only use rock climb once you have the hiking boots i am pretty sure cause i also tried to waterfall up to cobalion and it did not work

Yeah, HMs don’t really work that way in this game, you need Key Items, or at least to unlocked the Key Items before you can use the HM. With the exceptions of Rock Smash(you just need a Fighting type non-status move) and Strength(a few different moves work here).
