Reukra's note wont spawn for me. Help me!

My Game isn’t loading Reukra note after the Zygarde and Taen fight. Help!

You also have to do some other quests, not just Taen.

To quote the wiki,

After finishing the Original Dragon, Holon, and Dream World quests, go back to Perfection Base (in the Black Market).

The note won’t spawn until you’ve completed all of these
