Probably a stupid question about Randomizer

The wiki of Insurgence says this:

Randomized Unlike many conventional approaches to this, however, the route that the player is on randomizes each and every encounter, as opposed to only randomizing the first encounters for that route and keeping the possible encounters limited to the original encounters the player experienced.

So maybe I’m just dumb at the moment or really tired ( I am currently tired so that might be it ) but does this mean that in for example the first route or Shade forest in this there are 7 Pokémon to be found in the grass.

Are ONLY those 7 randomized, or do they keep being randomizer making it a possibility to find ALL 721 Pokémon on the first route ?

From reading it I THINK it’s the first, that only 7 Pokémon are randomzed and that’s it but… To tired to really think logically atm.

You may find all pokemon within the comfort of the first route (With the exception of UFI)

Aw man… that’s kinda a bummer really. But can’t be helped. Wish it was the more traditional way. Had a knack of finding a pokémon I want and then I crit it or don’t have balls and then never encounter it again :(.
