Possible bug? Can't find Zygarde cell on route 9

I’ve seen posts here and the wiki’s page on it, unfortunately it’s not under the bridge for me…

You either already picked it and dont remember or you have not unlocked it if that even makes sense. It should be on the 3rd grass tile from where you are in that pic, might not be visible

Definitely didn’t pick it up there, I did each location systematically. Currently have 44 cells, 5 cores. It’s the only bugged one, making it impossible for me currently. I’ve also walked around every tile to make sure it wasn’t just under the bridge.
