You have to Evolve it into Electabuzz and go to Helios City Sewer and take to woman (Make sure it holds Electrizer)
Milotic
Milotic could be obtained from Route 6 and Route 7
D.Magmortar
Thats only obtainable at end of game 
So only way to get it is by Trading .

My bad, I should have specified that it was Delta Milotic and Delta Electirive. Really just trying to fill out the Pokedex.
the witchdoctor in the black market under helios city can evolve your pokemon as long as the trade requirements are met. Shelmet and the other one don’t have a requirement for this purpose.
