there is a dive spot in the stormy seas you dive there and you get tot a place called lush island then you use tesseract on the rift on the island a voila you get the milotite

Use dive in the thin deep water in stormy seas,after diving enter the cave and dive again,u will reach a small island.Milotite is there.
