How do I Mega evolve Rayquaza? I thought it had to do with the crystal pieces because Jaern used it but it didn’t work, so help.

Simply have it learn dragon ascent and it can mega evolve in battle. It is a tutor move at Alpha Temple in Insurgence if you do not have it on Rayquaza already.
