Yes he does. He also no longer gives you money because that was a bug in 1.1.7 that wasn’t fixed in 1.1.8

The level trainer was always meant to ask for money, it was never intended to be free.

The level trainer costs money because it was always meant to cost money. It makes it slightly harder to train, making it so that you can’t just overlevel and steamroll until a certain event.
