so, since those slots are left technically if i wanted to make more pokemon and knew how to code i could be able to add pokemon in those spots?

without dev side game/hacking no otherwise yes

Theoretically, yes. But you’d probably need special software. Also it would be easier to just modify the code of a preexisting Pokemon in the game.
