kangaskhan can’t learn the move since it just can’t in this game, I was considering using Dizzy punch as my replacement, since it will have a chance of confusing and still does decent damage. Is there another move I should use? my second thought was maybe return, but it didnt have a secondary affect i could abuse with parental bond

No. Outrage has NO POURPUSE on Mega Kangaskan PERIOD. It’s main damage source are Return, Body Slamand Double Edge. As someone who plays BattleSpot Single on Gen 7 and who knows the BSS Gen 6 metagame, I have experience dealing with Mega Kangaskan and I know for a fact that outrage is TOTALLY POUNTLESS. Think about it, you have Ice Punch, why locking yourself into a move that has worst coverage if you OHKO your targets with Ice Punch anyway?

Power Up Punch is self explanatory, an attacking Swords Dance.
Double Edge is its main attacking option and does MASSIVE damage. However, if you are worried about the recoil (as I often do), Return is a very fine choice but makes it a bit reliant on boosting. Body Spam is used Early Game to pave the way for a later sweep but can be proven to do lacklustre damage compared to the other two.
Sucker Punch give priority, whitch is very nice considering base 100 speed is a very crowed one in Insurgence.
Earthquake is its main coverage as it hits most Steels and Rock Types. While not giving as much coverage, Rock Slide has the benefit of hitting Ground Immuned better and having a nasty 51% chance to flinch. This, in addition to Body Slam,makes a terrific Para-Flinch if you are willing to loose your soul in the process. Fake out can be used for double battles and for revenge killing purpose as well as Mega Evolving safely.
I wouldn’t say Ezlaturbo’s suggestions are bad, but I feel like my given set is more optimal. Of course, All Out Attacking sets are viable, but I generally prefer to use Return so Sweepers set are more appealing to me.
body slam isnt possible on Mega Kangaskhan in this game, that’s why i dont have it. Also when did I mention Outrage?
Also Fake out is needed I believe as Mega Kangaskhan does not gain her speed until her next turn of mega evolving, like every other mega.
Actually I meant to put that in the “Troll” section, along with Roar, if Parental Bond worked on it. That would be beastly on Hazard Stack. I was saying you could run Crush Claw if you want to abuse side effects, which is what he was asking for. As this is Gen 6 Mechanics, the optimal set is:

Normal is not great coverage, Crunch+EQ is decent on it’s own. I personally would drop Fake Out, as Aurorus is 58 Base Speed, compared to Kanga’s 90.
Body Slam is available for Kangaskhan from the Utira Library tutor as long as you’re on version 1.2.5 or higher.

i would suggest dropping eq and giving it crunch as then it gives it unresisted coverage
