hi i’m new here i’m at the point of the elite 4 and i am searching for a milotic and i’ve got 2 questions.1⁰ is there an easiest way of finding him instead of fishing for 6 hours in route 7 and 6?.2⁰ how do i evolve him?with a prism scale?or by leveling up?or with both?

Easiest way is probably Friend Safaris. Evolving is through trading with prism scale (or using the Witch Doctor in Helios while holding the prism scale).
