You went straight to the Orion sidequest? That shouldn’t be possible, you have to beat the timeless first. If you did beat the timeless, go to the southeast of Suntouched City, where the subway is, to go to Holon. If the guy says it’s blocked, you have to beat the first Scientist Club mission.
