I lost to Taen in the perfection base after amphitrite and now I cant go in to the black market because of the rats (rattatas blocking the sewer entrance). How do I progress

In seriousness yes, just go around the other way, the Rattata are there to prevent a softlock within the event, so you can go around through the Black Market and enter the Perfection Base normally.
On the other hand: rats.
