Are all 50 snowballs in Deyraan town or Victory road?

Only 17 Snowballs hidden in the overworld are available before the Elite 4. To get enough, you will have to steal them from wild members of the Vanillite line using Thief/Covet (you could catch them, but that is more time consuming).
