Yes (I think, sorry if i’m wrong), you can shiny hunt rotom in any city by interacting with the tv. And yes, there is a shiny charm.

@TatsumiPlaysInsurge shiny charm is what you get by the professor when you catch every pokemon in the game. It’s post game because you can only get like 3 legendries before post game. Plus the deltas you need to catch in holon

@TatsumiPlaysInsurge you do have hope though. Touch trading which you trade pokemon with someone to register in your dex so you can get the shiny charm earlier.
