Have I permanently missed the Scuba Gear?

I have got five badges and reached Selene City. I just discovered there is a Scuba Gear key item that I missed.

I went back to Kepler City to get it, but the cutscene at the observatory where Anastasia gives the item was cut short. Is there any way for me to get the Scuba Gear at this point? Or is the item permanently missed?

I think you’ve experienced an extreme version of a bug that will be fixed in upcoming patches, unfortunately I don’t believe you’ll be able to get it.
