Friend Safari bug...?

(hopefully i’m posting in the right category) I’m not too sure if this is just a problem on my side but my friend has been saying its been happening to him too. The friend safari will only have 1 Pokemon appear in it, and nothing else. Was this intentional, or is it a bug? I’d like to shiny hunt for Eevee but i can’t since only one Pokemon appears in this persons safari (and others that I have tried)

Do I have to beat a certain number of gyms to get more Pokemon?

Yeah, iirc it was gym 6 for slot 2 and Elite 4 for the third one, may be wrong on the exact points but you need to progress much further to unlock the slots now.
