Both can be purchased at the Helios City department store. Also, Everstone is often held by wild rock-types. You can steal it with a frisk+thief pokemon.
You can always cancel an evolution. Happiness naturally increases.

Helios City is the first city where you can get those items. Just play on until there (it’s the Third Gym City), it isn’t that far ahead as you already have the possibility to level up against the Level trainer in your Secret Base.
Also you can buy EV Reducing berries in Helios City, which beside reducing EVs also increase the happiness of your Pokemon (which is a far better method in comparison to using a Sooth Bell).
