EV and IV of gyms and Elites in Randomizer?

I’m playing the game on randomiser and I’m curious. Since the team is randomised, will the IVs of pokemon for gym leaders and elites also be random or set higher if it was on Har difficulty?

And for the Elites, will their EVs also be maximised in certain areas, or is it only their IVs?

Interesting. Would be cool if they have random EV placement for the randomiser.
