I started a 3rd save file of the game, only randomized it, picked Eevee and wound up being given 3 Eevites at the same time by a NPC in a house, when I give one to my Eevee I cannot evolve it. I assumed I had to wait a bit but just beat 2nd gym leader level 35 and still cannot figure out what I am doing wrong… anyone have any ideas?

You need to get the mega ring which is given to you right before the third gym.
