This form of Tynamo and it’s evolution came about by drinking to much blood, the amount of blood turned it’s body black, it’s stomach turns a darker red after feeding.
This form of Eelektross and it’s unevolved forms are highly aggressive, and will attack any thing in order to feed.

Ability: Levitate
HA: Drain Touch (this pokemon’s contact moves restore HP equal to 10% of the damage it dealt.)

This is probably the only water type i feel that can be a dark type due to a sinister feel other than greninja, as he’s a ninja living in the shadows, but still i dont feel the dark type suits him too much. This mon is definitely a dark type from the description. Great job !!
