That means nora quest is done.Now go to perfection lab and do the reukra quest.Then beat the e4 rematch,and you will find nora in gaea town.She will give you her celebi.

It needs to know dragon ascent if it’s anything like how it usually mega evolves, it might be different though I’m not sure.
