This post is 4 months old and is a necro post, but I’ll explain anyway.
You must have beaten the elite 4 REMATCH.
Go to gaea town, then into the old gym. Go to the alpha temple through the portal to no man’s land. Then, in the room where you found the fake flute, there will be an old man who can teach all sorts of event and legendary moves, including dragon ascent.
