Do we need the dev pkmn to get a shiny charm

I am trying to get the shiny charm, and I heard that we don’t need the lake trio to get it, but when I went to Prof. Sylvan she just said wow you have 917 pkmn and didn’t give me anything. Is there soemthing else I’m missing, or do I have to catch the lake trio as well?

I believe you do need the lake trio.

I figured out that I could use the old game from the 1.2.3 patch, and since the saves transfer, I was able to get it without catching the lake trio xD Thank you though!
