Do roaming legends not spawn in mission 5?

I’ve been trying to get a shiny suicune for a while now. I have a poliwag with water absorb and a gastrodon with storm drain in my party but I still haven’t encountered a suicune in the broadcast mission yet. There should be a 10% chance of me encountering it by now. I beat the e4 and haven’t caught any of the dogs yet. Am I just unlucky or do the dogs not spawn there anymore?

Also, the legendary dogs spawn somewhere after subgading (or whatever it is called) arceus, not after beating the e4

Subjugating. And Gia’s right; the only Legendary you can get from the Broadcast Missions is Latios.

In versions like 1.2.3 u could SR for a shiny legendary beast at the shiny deino mission, but, not anymore
