If you have a metal coat, you should be at or past Helios city, no? Just use the witch doctor in the black market.
If you have arrived in Helios City, you can evolve Trade Evolutions in the Black Market at the Witch Doctor in one of the houses. (Without any costs except the Evolution Item certain Pokemon need to hold to evolve, like D.Scyther)
If not, you should join the Discord channel and ask someone to help you trade it back and forth if you want to evolve it before you go to Helios City.
