Alright, lets address the elephant in the room, its sprite density is messed up. Some pixels are 2 some are 1. Secondly, Its just blue color on the flames, if you are trying to make it water type, maybe you could have changed its body color at the very least. Other suggestions would be make its ear downwards, maybe water could be made to actually look like water and obviously fix the sprite’s pixel density.
