Delta Deino can only be encountered in an area known as Slither Forest, which can only be visited while soaring. In order to soar, you need to complete a quest given to you by the Pikataxi guy after getting the 6th gym badge. However, in order to fully explore the island and catch Delta Deino you need the Quartz Flute ability Heart Swap, which you receive after taking down a cult that you visit after beating the 7th gym leader. Your team around this point will be in the high 70s to low 80s, so long story short, you can’t get them early on in the game and it’s gonna be a while
