So someone on Discord suggested we make a TM list, and we get tons and tons of questions about where TM X or Y is, so I figured I’d start this list. Comment/PM me on here and in the Discord for any locations you have, and I’ll add them here.
Most if not all TMs that are currently available are listed on the wiki. The wiki’s list is more complete than this one at the time this is written (25 March 2018).
TM01 - Hone Claws: Crossroads
Requires Instant Lapras, Scuba Gear
Dive at the Dive spot, then pick up the TM in plain sight.
TM02 - Dragon Claw: Void Gauntlet/Giant Chasm
In plain sight at the western end of the Chasm.
TM03 - Bulldoze: Metchi Perfection Base
TM04 - Calm Mind: Amphitrite City
Given to you after you beat Calreath.
TM05 - Roar: Helios City
Talk to the NPC in the house directly north of the park to get the TM.
TM06 - Toxic: Void Gauntlet/Pokemon Village
West of the entrance to the Unknown Cave.
TM07 - Hail: Kepler City
TM08 - Bulk Up: Telnor Cave
TM09 - Dragon Pulse: Sonata Hills
The TM is sitting on a table in one of the rooms in Sonata Hills.
TM10 - Hidden Power: Roggan Town

Given to you by the Flag Guy after collecting 22 flags.
TM12 - Taunt: Not in the game as of 1.2.4
TM13 - Ice Beam: Victory Road (Frost)
Hidden in a cluster of icy rocks east of Pokemon Breeder Ares.
TM14 - Blizzard: Deyraan Town
Check the ice crystal west of the entrance to the Rose Crater.
TM15 - Hyper Beam: Murk Forest
In the main section of the Forest, south of the southernmost moss rock.
TM16 - Light Screen: Roggan Town

TM17 - Protect: Helios Department Store
Sold for $3000 by the leftmost clerk on the second floor.
TM18 - Rain Dance: Route 14
Requires Heart Swap
In plain sight next to the Manaphy statue on Route 14.
TM19 - Snatch: Holon Desert
Check the central rock in the arrow at the southern end of the Desert.
TM20 - Safeguard: Samsara Cave
Requires Instant Lapras, Magic Carpet
From the northeasternmost entrance, walk north to find some ledges facing west. Follow them to find the TM.
TM21 - Frustration: Helios Department Store
Sold for $3000 by the leftmost clerk on the second floor.
TM22 - Solar Beam: Trade Outpost
Speak with the sailor at the southern end of Miara Town to access the Trade Outpost. The TM is in the room to the left of the building’s entrance.
TM23 - Iron Tail:

TM25 - Thunder: Route 14
Check behind the trees northwest of the house on the Route.
TM26 - Earthquake: Victory Road (Volcanic)
In the room with the ledges, in plain sight northeast of Camper Aeolus.
TM27 - Return: Midna Town
Given to you after winning the tournament at the Midna Trainer School.
TM28 - Dig: Holon Desert
Requires Rock Climb
On a plateau south of the Holon Pyramid.
TM29 - Psychic: Selene City
Given to you after beating Diana.
TM30 - Shadow Ball: Oranos Town
Requires a Grass- or Normal-type Delta Pokemon
Show the woman near the eastern pond one of these, and she’ll give you the TM.
TM31 - Brick Break: Mount Rose Interior
Requires Relic Song, Hiking Boots, Instant Lapras
From the entrance to Deyraan Town, use Relic Song at the pool of water, then follow the path, then use the Hiking Boots, then Surf across the pool of water to the left to find the TM. You can also catch Jirachi in this area.
TM32 - Double Team: Roggan Town

TM34 - Sludge Wave: Mt. Rose Base
Requires Surf
In plain sight east of the security checkpoint; surf across the pond near the checkpoint to get to the TM.
TM35 - Flamethrower: Amphitrite City
In plain sight behind the giant screen.
TM36 - Sludge Bomb: Route 15

TM37 - Sandstorm: Holon Pyramid
North of the entrance to the Pyramid, at the end of a corridor.
TM38 - Fire Blast: Deyraan Town
Given to you by the Scientist after giving him 10 Revives.
TM39 - Rock Tomb: Helios Department Store

TM40 - Aerial Ace: Jade Tower
Given to you after beating East.
TM41 - Torment: Deep Cavern
TM42 - Facade: Route 15

TM43 - Flame Charge: Suntouched City
Given to you after beating Orion.
TM44 - Rest: Route 3, Southern part of the route, requires seed flare and surf.

From the southern entrance on the first floor, surf across the first large pond you find. Check one of the pillars on the “island” between the two ponds.
TM46 - Thief: Holon Grasslands
Hidden in a tree near the Manaphy statue.
TM47 - Low Sweep: Not in the game as of 1.2.4
TM48 - Scald: Samsara Cave
Requires Heart Swap
Look for a Manaphy Statue behind the right wall near the entrance to the cave. Use Heart Swap, then walk east to find the TM.
TM49 - Recycle: Helios Sewers
Requires Surf, Shaymin’s DNA
From the Department Store entrance, go up, left at the first fork, up, left when you find the barrel, then follow the green water to find the TM.
TM50 - Overheat: Cave of Steam
Requires Hiking Boots
TM51 - Roost: Samsara Cave
Requires Surf, Waterfall
Through the northwestern entrance on the second floor; the TM’s at the upper right end.
TM52 - Focus Blast: Dragon Ruins
Hidden behind a wall north of the Magnet.
TM53 - Energy Ball: Route 9
Requires Surf, Dive
Go through the one Dive spot on the route; the TM is in plain sight once you dive down.
TM54 - False Swipe: Gaea Town
In the old gym, the TM is sitting on the table next to the Hydreigonite.
TM55 - Brine: Midna Town
Requires Instant Lapras
In plain sight past the pool of water south of the Trainer School.
TM56 - Fling: Helios Department Store

TM57 - Charge Beam: Metchi Town
Talk to the lady in the house above the Pokemon center to receive the TM.
TM58 - Psyshock: Mount Rose
Look for a narrow strip of grass just south of the southern entrance to Mount Rose Interior. Following this path will lead you to the TM. (Tornadus is also here, if you chased him out of Route 6)
TM59 - Skill Swap: Holon Volcano
On the first floor, go through the eastern entrance. The TM is behind a lava pool.
TM60 - Dragon Tail: Mist Island
Requires Instant Lapras
In plain sight, outside the entrance to Mist Island proper.
TM61 - Will-O-Wisp: Mt. Rose (Interior)
Requires Surf
Northeast of the entrance to the exterior’s first floor.
TM62 - New Moon: Utira Library
In the west wing of the second floor, the TM is behind the northern bookcase.
TM63 - Embargo: Metchi Town/Perfection Lab
Among the flowers south of the Lab.
TM64 - Explosion: Deep Cavern
Requires Surf, Dive, Rock Climb
In plain sight in the room beyond the water currents.
TM65 - Shadow Claw: Selene City
Talk to the woman in the house to the left of the PikaTaxi.
TM66 - Payback: Deyraan Town
Talk to the Haunter in the house nearest to the entrance to Mt. Rose.
TM67 - Retaliate: Gaea Town
Talk to the woman in the house to the left of the Pokemon Center.
TM68 - Giga Impact: Rose Crater
Requires Rock Climb
In plain sight near the entrance from Deyraan Town.
TM69 - Rock Polish: Holon Mountain
Requires Hyperspace Hole
Check the ice crystal to the left after you enter the Hyperspace Hole portal.
TM70 - Jet Stream: No Man’s Land
Requires Hyperspace Hole, Hiking Boots, Strength
After using entering No Man’s Land, go north to an area with a Griseous Orb and some boulders. The TM is in that area in plain sight.
TM71 - Stone Edge: Metchi Town/Perfection Lab
On the first floor, the TM’s on the table near the color switch puzzle.
TM72 - Psych Up: No Man’s Land

On the southwestern island, near the Corphish.

Given to you after you beat Xavier.

Talk to the NPC in the house south of the pond that’s south of the Fiery Caverns entrance.
TM79 - Volt Switch: Settlement Juliet
Talk to the woman near the Holon Volcano entrance.
TM80 - Rock Slide: Holon Lake
In the center area of the big island, the TM is hidden in a cliff northeast of the scientist.
TM81 - X-Scissor: Settlement Alfa, Sonata Tracks
Check one of the small trees at the northern end of the entrance to Holon Jungle.

TM82 - Livewire: Helios Department Store

Soon after entering the Upper Mantle, you’ll find four holes in the ground. Hop down the easternmost hole, and the TM will be a bit to the left.

After starting the postgame Orion sidequest, go to the Helios Perfection Base. Beat Gail after watching the cutscene, and he’ll give you the Hiking Boots.
Instant Lapras (Surf): Suntouched City
Obtained after beating Orion.
Magic Carpet (Waterfall): Holon Pyramid
In plain sight, at the end of a corridor in the first floor.
Pikapad (Fly): Any PikaTaxi driver
Talk to any PikaTaxi driver after beating the Pokemon League for the first time.
Scuba Gear (Dive): Kepler Town
Given to you during a cutscene after beating Anastasia.
