Can't Move Boulders

So I’ve reached Suntouched City but haven’t beaten the Gym. When I looked in Suntouched Exitway I saw the TM behind what seems to be a moveable boulder so I looked up which moves function like Strength and then put my Diglett with Bulldoze on my team and went to move it but nothing’s happening. I’ve tried talking to the boulder, going into my team on the menu, even putting Diglett as my starter and talking to it in the map and nothing happens. Do I need to progress to a certain point before I can move boulders?

I’ve also tried Headbutt, Ominous Wind and Icy Wind with no luck.

I think you need to beat the gym, also you might have to interact with the boulder

(not sure if this will help but) i think and npc said that the moves strength, bulldoze, and maybe a few other ones might work- I’m in a randomizer right now and I got the tm strength much earlier than my first gym and it works but idk really
