Can starters have their hidden ability?

I’ve been soft resetting for an anticipation eevee but I never seem to get it, is it impossible? Thanks

I don’t think it’s possible. There is an NPC who can change a Pokémon’s Ability to the Hidden Ability for you, but he is only found later in the game, in Gaea Town.
