If you are looking for Delta Scyther, You can find a trade for one in a house on the middle of route 3! The guy inside will exchange one for one of any steel type pokemon.
If you want to evolve Delta Scyther, You’ll have to trade it well it’s holding a Never-Melt Ice! Which you can get from the Helios department store for 2000$.
They can also use the witchdoctor while they’re in helios to evolve it without having to trade with any other player
