When you get to Helios City, there is an NPC who can evolve trade pokemon for you.

In Insurgence you can evolve trading Pokemon in Helios city by entering the black market and I guess you have’t reached Helios city yet when you will go in the helios city you will be supposed to go in black market.
In the image you go in and talk to the witch doctor in the house next to me. 
this is the witch doctor talk to her and choose the pokemon you want to evolve and she will do it for you easy as pie. If you want to evolve pokemon like scyther you need to hold the respective item that’s going to evolve them like for scyther it’s metal coat .
