Hey i was just wondering if delta litwick is shiny huntable via the wild one in the secret room. Just wondering because I’m 3 time over odds now.

Yes. it is, No Pokemon is shinylocked in the game.

by the way does it matter if I do the resets in the room with litwick or anything Dum like that because I am so many over odds
No, it doesn`t matter.
For static encounters like this one, you can save next to the Pokemon and keep reseting the game until it shines.
If you still have doubts, you can compare the Delta Litwick that you get with the next one after soft reseting to check that the game is generating a different one each time.
