So i have entei and raikou but i cant find suicune anywhere and i know cresselia is going to be another roaming pokemon. So is there at all a way to track them down as i know opening the map doesn’t work at all like in the other games. If there isnt a way what is the best place to go to where i can try to get them to spawn?
There is not, unfortunately.
Suicune, Entei, and Raikou will each have a 1/60 chance of replacing any wild encounter that you come across. Cresselia has a 1/15 chance of replacing encounters on these specific maps: 
So your best bet would be to select one of those maps if you want to hunt for all 4 simultaneously. For efficiency Route 13 might be the best since it’s a smaller map and has less events taking place, which reduces lag especially when compared with the Dragon Ruins.
