It’s not the flying moves, it’s the fact it has echoed voice, Noctowl has an already high special attack stat coupled with the fact that echoed voice increases with power and has 100% percent accuracy, well you get the idea. I was able to solo the next pulse Tangrowth battle purely with echoed voice. Also it learns Extrasensory which is a very powerful Psychic move to get early on.
