When exactly do dusk balls become more effective?

New Moon + Dusk Ball Synergy?

Since the Dusk Ball’s power is increased at night, does New Moon increase the Dusk Ball’s catch rate? I know New Moon is a weather and not actual night-time, but I think it would be cool if that interaction was there.
