Website to create Delta Sprites

I just wanted to know if there is any preferred Website to create your own delta sprite. This would be my first time creating a sprite. I just like how cool the idea is of Delta Pokemon and I wanted to create my own.

Most people use Gimp, free program.

Aseprite (1st choice), then you have GIMP, and Paint.NET
Photoshop if you can buy it.
