Vending Machine Bug?

I was trying to get some fresh waters from the vending machine in Vipik City, but it kept saying that the machine was unoperational and may be fixed in the future. Same thing in Suntouched City. I was wondering if this was a bug, or if the vending machines activate at some point in the future?

For reference, I’m about to get my second gym badge and I’m running version 1.2.3.

I’m pretty sure the vending machines are usable after getting the second badge.

Yeah, it worked after I got back from the gym. I guess I just figured it would have been active earlier, since there’s a machine in Suntouched City too. Thanks for the quick reply!
