If you have a Dragon type with torment use torment so ur opponents outrage fails the second turn

It only stops the use of a move (Outrage in this case) after the end of the two-three turns. That is, while under Torment, Pokemon will not be able to attack with the move once its first use of it ends.

There was that Gen 4 Heatran set using Torment + Protect as many Pokémon only had 1 move that could hit it.
