No this is a third I don’t know how to use.

i would think replacing the short file with the one you want would work but maybe wait for a future patch to avoid messing with your game

Oh sorry about my mistake! It’s actually available hair you can obtain at the hairstylist in large Pokemon centers such as the one in Suntouched City. 
You can’t use the third, it just switches between the default and the short hair.
