By typings alone, Gyarados seems like a decent fit. Immune to Ground, only weak to Rock (resisted by 2 Pokemon on your team) and Electric (one Pokemon is immune). A set could look something like this:

Adamant/Jolly @ Leftovers
252 ATK/ 252 SPE/ 4HP
Aqua Tail/Waterfall
Earthquake
Dragon Dance
